Chang'e-1 to reach moon orbit Monday morning

BEIJING, Nov. 4 (Xinhua) -- China's first lunar probe, Chang'e-1, will reach the moon's orbit Monday morning and currently, it was traveling on the expected trajectory, scientists said Sunday.
Chang'e-1, following the instructions of the Beijing Aerospace Control Center (BACC), will carry out its first braking at perilune at about 11:00 a.m. Monday to slow down, so that it can be captured by the lunar gravity and become a circumlunar satellite, said Wang Yejun, chief engineer of BACC.
"The speed of Chang'e-1 can reach 2.4 km per second when it arrives at perilune, and it will likely fly away from the moon if the braking is not conducted in time," Wang said.
"The first braking at perilune is another key moment in the long journey of Chang'e-1," he said.
China's first lunar probe, Chang'e-1, named after a legendary Chinese goddess who flew to the moon, blasted off on a Long March 3A carrier rocket on Oct. 24 from the Xichang Satellite Launch Center in southwestern Sichuan Province.
The probe completed its fourth orbital transfer late Wednesday afternoon, shifting out of its 120,000-kilometer orbit around the Earth and moving toward a 380,000-kilometer circumlunar orbit.
BACC successfully carried out an orbital correction for Chang'e-1 Friday morning to ensure that it travels on the pre-set orbit.
A second orbital correction scheduled for Sunday morning has been called off because it was "unnecessary" -- Chang'e-1 has been running accurately on the expected trajectory, a BACC scientist said.
"Currently, Chang'e-1 was traveling at a speed of more than 300meters per second toward perilune, and all data show that the satellite is operating well," Tang Geshi, BACC scientist told Xinhua late Sunday afternoon.
"We're now studying how to ensure the success of the first braking for Chang'e-1," he said.
After the probe entered the moon's orbit, it would brake several more times to slow down, scientists have said.
It is scheduled to relay the first picture of the moon in late November and would then continue scientific explorations of the moon for a year.
The 2,350-kg satellite carried eight probing facilities, including a stereo camera and interferometer, an imager and gamma/x-ray spectrometer, a laser altimeter, a microwave detector, a high energy solar particle detector and a low energy ion detector.
It will fulfill four scientific objectives, including a three-dimensional survey of the Moon's surface, analysis of the abundance and distribution of elements on lunar surface, an investigation of the characteristics of lunar regolith and the powdery soil layer on the surface, and an exploration of the circumstance between the earth and the moon.

Internet becomes important channel for Chinese public's political participation

BEIJING, Nov. 1 (Xinhua) -- Internet has become an important channel for Chinese public to participate in political affairs, said a senior manager of an internet website on Thursday.
Now more and more people express their ideas and proposals through websites thanks to a more open and free press and the increasing confidence of the country's leaders, said Chen Tong, vice president of Sina.com.
Chen made the remarks at a seminar to study Chinese leader Hu Jintao's speech to the 17th National Congress of the Communist Party of China (CPC) last month.
Chinese leaders have shown great concerns to the development of the internet in China. The Political Bureau of the CPC Central Committee specially held a session to discuss the development and administration of the new media.
By the end of October, China had had 170 million netizens, the second largest group in the world.
The healthy development of the internet depends on effective management by both the government and the industry under the framework of law, Chen and other participants said at the seminar.
"We should support laws and regulations on internet administration," Yu Wei, editor-in-chief of www.sohu.com website, said.
Wu Zheng, editor-in-chief of Phoenixtv.com, said the internet "will not have long-term credibility if we fail to provide netizens with normal, active and healthy information."
Wang Xiaohui, president of China.com, said the administration on internet relies more on self-discipline by the industry.
Netizens have the right to directly supervise the internet media through their opinions and comments and such kind of supervision should be evaluated and regulated by the administrators, Wang added.
Development of the Internet has also brought about a prosperous commercial outcome for service providers. China's online advertisement industry, excluding searching engines, reaped nearly5 billion yuan (about 660 million U.S. dollars) in 2006, and sales income of online games hit 6 billion yuan, according to Zeng Hongjun, vice president of Qianlong.com.

Shivering All Over Though Not Cold  In the reign of Emperor Wudi of the Han Dynasty,there was a man whose name was Yi Zong.Because of the special Kindness of the mother of the emperor, Yi Zong was made a county magistrate in the Shangdanh Prefecture. After taking up the official post ,he did very well in managing the official business. He Was courageous and resolute in bandling cases,and punished according to law anybody who violated the law ,no matter whether he was a despotic gentleman who was rich and powerful or was one of the common people .Once the son of Prince Xiucheng violated the law . Prince Xiucheng was the son of the daughter of the mother of the emperor. YiZong handled the case impartially,for which he was thought of highly by the emperor and was transferred to be the commander of the armed forces in the Henei Prefecture.As soon as he took office ,he had all the members of a wealthy and influential family that had brought calamities to the people there executed. For a while , the public order and the general mood of society in the Henei Prefectures were greatly improved.If someone should lose something on the road through carelessness,nobody would pick it up and take it as his own. When YiZong was transferred to be the prefect of the Nanyang Prefecture,NingCheng,a despotic landlord who stopped at nothing in doing evil,wsa living there,In order to ingratiate himself with YiZong,Ning Cheng pretended to be very modest and courteous every time he met Yi Zong and saw him off. But Yi Zong had heard of the evil conducts of Ning Zong and saw him off. But Yi Zong had heard of the evil conducts of Ning Cheng already and ,soon after he took office in Nanyang,he made investigations.It did not take much time for him to find out Ning cheng's crimes and had him put in prison.Later ,Emperor Wudi of the Han Dynasty appointed YiZong the prefect of the Dingxiang Prefecture .At that time, the publica order in Dingxiang was very chaotic.When he took office there, there were 200 convicts in prison who had committed felonies had no implements of punishment on them.There were also more than 200 persons who offered bribes in order to absolve those serious offenders trom guilt.YiZong treated the matter severely.He arrested all those bribers and punished the bribers and those serious offenders already in prison severely. More than 400 convicts were executed in a bay .From that day on ,whenever the name of YiZong was mentioned.people in Dingxinang would tremble with fear --they would shiver all over though not cold. This story appears in the "Lives of the Merciless Judges and Prison Wardens "in The Historical Records written by Sima Pian. The set phrase "shivering all over though not cold "is used to refer to the state of being extremely afraid.

SCO PMs vow to strengthen co-op in customs, agriculture

TASHKENT, Nov. 2 (Xinhua) -- Prime ministers of the Member States of the Shanghai Cooperation Organization (SCO) signed here Friday a joint communique, vowing to strengthen cooperation in customs, agriculture, culture and education.
The heads of government welcomed the signing of the agreement on customs cooperation between the SCO member states and instructed customs working groups to continue to create conditions for unified customs clearance, the completion of administrative and transport procedures and mutual recognition of customs documents, said the communique.
They maintained that member states should activate and develop agricultural cooperation and tap the potentials of the Business Council of the SCO during the process, the communique added.
On the culture field, the leaders noted that the signing of the inter-governmental agreement on cultural cooperation between the SCO member states is of great significance and instructed the SCO secretariat and culture expert groups to put forward concrete proposals on implementing the agreement.
They also instructed education expert groups to accelerate consultations on measures for implementing the inter-governmental agreement on educational cooperation between the SCO member states signed on June 15, 2006.
They welcomed the start of health cooperation and instructed the secretariat of the SCO and relevant experts to work out plans to help set priorities for cooperation in this field, the communique said.
The prime ministers speak highly of the just initiated tourism cooperation between the SCO member states, maintaining that consultations on relevant plans should be completed, the communique noted.
The heads of government decided to hold the next meeting of Prime Ministers of the Member States of the SCO in Kazakhstan in 2008.
The six leaders attending the meeting are Uzbek Prime Minister Shavkat Mirziyaev, Chinese Premier Wen Jiabao, Kyrgyz Acting Prime Minister Almaz Atambayev, Russian Prime Minister Viktor Zubkov, Tajik Prime Minister Akil Akilov and Kazakh Prime Minister Karim Masimov.
Representatives from the four SCO observer nations, Pakistan, Mongolia, Iran and India, also attended the meeting.
